SPP’s Holistic Integrated Tariff Team (HITT) has begun to decide on how to "eat the elephant," in the words of group leader Tom Kent.

The SPP RSC (Regional State Committee) approved the scope for a study of cost allocation in wind-rich areas, a problem that grows along with the RTO’s wind generation.

SPP officials were questioned as to why the Holistic Integrated Tariff Team (HITT) was created and approved behind closed doors.

SPP said that its Board of Directors has created a Holistic Integrated Tariff Team (HITT) to take an all-encompassing look at the different challenges facing the RTO.
