The PJM Markets and Reliability Committee rejected a proposal to change the rules for how generators with co-located load may enter into the capacity market during its Oct. 25 meeting.

Voltus withdrew a demand response resource issue charge, while AEP and Dominion proposed a  capacity obligation issue charge.

PJM members said they want more time to consider a proposal to require the board to include “expertise in the transition to zero-carbon energy resources.”
