PJM’s Planning Committee endorsed revisions to Manual 14F to remove the competitive exemption for Form 715 local planning criteria transmission projects.

In a win for PJM generation owners, FERC approved a rule change that will reduce capacity imports and likely increase clearing prices.

Members overwhelmingly approved revised methodology that will limit external generation resources in next year's base capacity auction to 6,200 MW ­- a 17% drop from the volume of that cleared in May's auction.

Capacity imports could clear at lower prices than internal resources under proposed import limits being considered by PJM.

PJM should be able to absorb the more than 7,000 MW of capacity imports that cleared in May’s auction for 2016-17, officials said.
